0. What you will need
The minimum requirements are: A computer with at least 8gb ram and a mouse. Preffered: A tablet or interactive drawing board connected to a computer
1. Which Software to use
If you haven't decided which software to use watch this video, some programs are more beginner friendly but lack useful features. I personaly use Krita, but it at the beginning it doesn't really matter which one you use. Go with the most appealing one for you.

3. Now you are ready to create your first animation! Lets start with something easy.
In this tutorial video, you will learn how to use the animation software interface. This video showcases the software "Krita" but essentially all the different 2d software are the same so don't worry if you are using anything else

These principles are the absolute fundemantels of animation, wihtout these you cannot get started. Make sure to pay attention and rewatch if necessary.
